Double twice
Four groups can be split into two pairs of groups. Double seven to get fourteen, then double fourteen to get twenty-eight. This connects the four times table to doubles you already know.
4 × 7 = 2 × 14 = 28

Check your reasoning
Doubling twice is not the same as adding two twice. Keep the original number in mind: 7 → 14 → 28.
Neighbouring facts differ by 4. If you know 4 × 6 = 24, add 4 to find 4 × 7: 24 + 4 = 28.
